Now mix All purpose Flour, cumin powder, pepper powder, chilli powder, rice flour together . Take a portion of the mixture and add milk to make batter. The batter should be in 'bajji' consistency. Now dip the onion in the batter. Now sprinkle the mixture on top of it (the mixture without milk). Flip the onion over and take care to make sure flour gets in between each of the petals. Now heat oil in kadai and gently place the onions. Allow it to deep fry until the bubbles in the oil settles. Now take it and place it a tissue paper to drain the excess oil.
You can have it with curd as a dip.
